It looks like the iServer can't see the same folder that you used to store the CSV file like the designer can. This is likely hard coded in your RPTDESIGN file and is associated with your Flat File Data Source. To fix this, in your report design, open your Flat File Data Source and look at the Property binding tab. Here you can either hard code the home path or use an expression to dynamically create the path.

The Actuate commercial products use the same BIRT Engine and in fact use the same BIRT designs you have already created as well. However, the BIRT engine is integrated into a quite robust BIRT iServer which has been designed to scale into very large applications. It's easy enough to test by downloading the BIRT iServer Evaluation from this site. The Evaluation is restricted which means you can't have a bunch of people hitting it at once but it should show you how well it handles your report.

I think an Actuate Customer badge is a great idea and one we have kicked around in our community advisors meetings. This helps those answering questions to frame their answer better. It might also make sense to collect the BIRT version you are using and display in the badge area as well. Watch for more badges later this year. As for which company people work for, currently you have to click on a forum users' name to see the company listed in their profile.
