You are right, the article ony mentions how to create report elements using a library. If you created a library file you can simply add a data source to this library like you do in a single report. After that save the library file and import it into a report (the article mentions how to do that). After that drag and drop the data source element into your report (described in the article).
After that you should end up having the data source in your report (the data source icon has a small lock in the report outline telling you that it comes from the library and is not part of your design file)
