CSS Stylesheet for toc-level-#

I am running BIRT [edit] 2.5 (sorry my previous 2.3 was the designer). I read it is possible to use styles such as:
.toc-level-0
.toc-level-2
etc...
In the report, when looking at the generated source, I have some tables that have the id "__TOC[somenumber]" and I had hoped to be able to use the above style name format to style the background for these.
But I cant get this to work at all. I'm trying to put it in an external SS and link the report to it.
Any help would be greatly appreciated.
